Hand-to-hand fight as mean of protection and an attack is known from origin of a human society. In the Ancient world there appeared first military theorists, and the works described military art of armies and ways of training of armies appeared together with them. So, Vegetius - the Roman historian (4-5th centuries c.e.) has published work «Summaries of military science» in which he has described the content of military-applied physical training of armies. He paid a big attention to the characteristic of techniques of hand-to-hand fight. Besides regular training of manipulation with the weapon, the following activities were also wide practiced: running, wrestling, fisticuffing, swimming without clothes and then in all equipment. Constant struggle of Slavs against Byzantines, Kipchaks, Tatars, Germans, and Swedes obligated each member of a tribe, community to be ready at any moment to rise in lines of soldiers. Hand-to-hand fight from Slavs has always been differed by persistence and courage. Criterion of a victory was destruction of the opponent or his escape. In the beginning of 20-th century tactics of conducting operations changed, strengthening of small groups role in fight leads to necessity of training some military contingents for close fight conducting , both with weapon, and without it. It has given a push to the further development and improving of such applied kinds of sports, as swordcraft with various kinds of the weapon, boxing and wrestle (different types of wrestling in England; the French boxing in France; catch-as-catch-can, wrestling in America; karate, ju-jitsu and judo - in Japan). The attention to a rationale of various military men contingents training through physical training and sports is increasing. Special educational institutions are created: the main military gymnastic school in Russia, institute “Kodokan-judo” in Japan etc. Physical training is implemented in schools and military schools where alongside with other sections fencing and techniques of hand-to-hand fight is applied. Thus, hand-to-hand fight, changing, becomes a part of close fight. Preparation to it is improved as directly during combat training where training is carried out, and through physical preparation and development of military-applied kinds of sports. During the Soviet period the great event in development of physical preparation, and in particular hand-to-hand fight, was introduction of a manual "Physical training WCRA and preinduction youth". It consisted of nine books or independent manuals. The eighth book - "Ways of defense and attack without weapon" (wrestling, boxing, ju-jitsu) has been devoted to hand-to-hand fight and included techniques of attack and self-defense, and also techniques of disarmament of the opponent. The given manual has not received a wide spread in Red Army, but practiced by "Dynamo" society for security officers and policemen training. From the beginning of 70th years in the world and in the USSR Japanese wrestle karate became wide popular. The basis of this wrestle is hits with hands and legs. Experts of physical preparation of KGB in the USSR, taking on arms all new and advanced, also try to adapt this wrestle for needs of duty trainings of employees. It is natural, that those years the exchange of experience among power-wielding structures was carried out only with social countries, such as China, D.P.R.K., Cuba, etc. (on Island of Freedom one of slogans sounded like - «Karate - the weapon of revolution»). Cuban experts Raul Riso and Ramiro Chirino, representatives of little-known style karate «Dyocinmon» held 3 months course for instructors of KGB on Dynamo sport base in 1978. Arrival of Cubans has made a furor and has given a qualitative progress in karate development for law enforcement bodies system of the country. For these three months R.Riso and R.Chirino have lead training and certification of three instructor groups by the general number of more than two hundred persons. It is necessary to note, that representatives of all regions of USSR took part in courses. Further Cubans were repeatedly invited to shorter terms, and the Soviet experts went to Cuba. First under the name «combat karate», then - «applied karate» this kind of fight entered into section of physical training for employees, rules of competitions were developed, and departmental tournaments were held. There appears the necessity for creation of universal duty-applied kind of the training, combining techniques of wrestle, boxing, karate and other kinds of single fights. Which, on the one hand, would allow to prepare the employee in the shortest term, on the other hand, would teach to be protected from the opponent who manage any kind of single fights, and from the third party, would help to adapt initial skills of employees for performance of operative tasks. For example, it is possible to defense from the armed or unarmed opponent by means of sambo-wrestling techniques or judo, and by means of boxing or karate. To It is possible arrest criminal using hits, throws, painful holds, chokehold techniques. Final result is important.

The hand-to-hand fight becomes this universal kind of fight which has absorbed the best kinds of single fights, everything the most necessary for the security officer, the policeman, the frontier guard. The theory should be always connected with practice, and professional training - with duty activity. If the task of armed forces is destruction of the opponent then militaries are taught to kill. The employees of Security Service of Ukraine, the Ministry of Internal Affairs and frontiers have other purposes: to arrest, to deliver, to question. Neither the security officer, nor the frontier guard will carry the corpses, corpses do not give testimony. The programs of physical trainings of law enforcement bodies of Ukraine are developed proceeding from this. The basic part of this training is hand-to-hand fight. In modern conditions hand-to-hand fight, undoubtedly, represents the big interest for training of the private security enterprises employees and security services, laconically being in legal frameworks of their activity.

Now, in connection with difficult operative and criminal conditions in Ukraine hand-to-hand fight, alongside with weapons training, becomes one of the basic methods of training of the Ministry of Internal Affairs, Security Service of Ukraine and other law enforcement bodies employees whose military men should have a high level of fighting training at duty tasks performance. Today the employees of bodies should not only skillfully manage a pen, they are obliged to shoot, to run, to know techniques of hand-to-hand fight perfectly. Sometimes not only performance of duty task, but also their lives depend on this. Understanding this, the management of security departments and the law and order department regard the hand-to-hand fight as one of the basic sections of professional training for employees. In our difficult time especially great value plays the activity of law enforcement bodies on struggle against criminality, corruption, contraband, terrorism.
